This growing gap between adoption and oversight is creating immediate risks around data security, accountability and control.

Regulatory responses across the region remain fragmented and incremental. Governments are prioritising pilots, standards and targeted measures over comprehensive AI legislation, often adapting existing data protection and cybersecurity rules in ways that create overlapping obligations and uncertainty. Boards will increasingly have to take a more proactive stance on judgement and governance as responsibility shifts from regulators to companies.
